Transmission & Substation Engineering
Rayburn Electric Cooperative system
Electrical Utility, Civil Engineering, Structural Engineering, and Land Surveying for municipalities, utilities, and developers building the future of Texas.
Most firms our size do one thing. We are a one-stop shop for Electrical Utility, Civil Engineering, Structural Engineering, and Land Surveying so your project moves from raw land to ribbon cutting without delays in handoffs.
As part of Rayburn Electric Cooperative, we understand cooperative economics, reliability standards, and the pace of growth in the ERCOT market. Our experience ranges from substations to transmission structures.
We are a responsive partner for your capital improvement projects. Senior engineers support every project, including street reconstruction, water system improvements, pedestrian connectivity, and program support across North Texas cities.
We support projects from raw land to ribbon cutting with surveying, platting, civil design, drainage, floodplain, and structural services for commercial and residential development throughout the Metroplex.
R-Delta Engineers began in 1970, when J. Frank Polma, P.E. opened a structural engineering practice in Garland, Texas. Incorporated in 1972, the firm grew alongside the communities it served — adding civil engineering, electrical engineering, and land surveying to meet the needs of a booming North Texas.
Over five decades, R-Delta earned a reputation for engineering that is practical, thorough, and built to last: roadways and bridges, water, waste water, and drainage systems, public facilities, foundations and retaining structures, floodplain modeling, forensic investigations, and power delivery facilities and simple cycle power generation.
In September 2025, R-Delta joined Rayburn Electric Cooperative, a not-for-profit generation and transmission cooperative headquartered in Rockwall. The acquisition secures the R-Delta legacy for its next fifty years — same team, same downtown Garland home, same mission to serve North Texas.

Our local work gives team members the opportunity to remain involved from initial planning and design through construction and completion.
Coordinated disciplines help reduce handoff delays and provide streamlined project integration from one phase to the next.
